Na primeira reunião do ano, na qual participaram vários representantes de incubadoras de empresas, representantes de instituições de pesquisas e de universidades, a coordenadora do Arranjo (Rede) de Núcleos de Inovação Tecnológica da Amazônia Ocidental, conhecido como “Arranjo AMOCI”, Noélia Falcão, concedeu uma entrevista ao informativo “Empresarial”, do Centro de Incubação e Desenvolvimento Empresarial (CIDE).

 

Como o AMOCI ajuda as instituições que promovem a inovação tecnológica?

Neste momento, são 23 instituições afiliadas ao AMOCI, sendo 16 no Estado do Amazonas, 3 no Estado do Acre, 3 no Estado de Roraima e 2 no Estado de Rondônia. O objetivo do Arranjo (Rede) é operar em forma de rede colaborativa, visando otimizar e compartilhar recursos, disseminar boas práticas de gestão da inovação e de proteção à propriedade intelectual, transferência de tecnologia e empreendedorismo, bem como facilitar a aplicação da Lei de Inovação, do Novo Marco Legal de Ciência, Tecnologia e Inovação (Lei número 13.243, de 11 de Janeiro de 2016, o chamado Marco Legal de CTI) e da Política de Inovação das ICTs (Instituições de Ciência e Tecnologia).

 

Quais são as barreiras que impedem o fomento da inovação?

Temos alguns desafios para a promoção da inovação. Aponto, por exemplo, a falta de mais investimentos em recursos humanos, especialmente, em pesquisadores e pesquisadoras que estejam interessados em se instalar na Amazônia. Sempre ouvimos que a Amazônia é rica em biodiversidade e, sem dúvida, o é, mas precisamos conhecê-la para explorá-la. Portanto, o investimento em profissionais da área de pesquisa é fundamental, assim como em instituições que promovem a pesquisa, para que elas possam melhorar a sua estrutura e desenvolver pesquisas de ponta. Outro desafio é com os profissionais que trabalham nos NITs (Núcleos de Inovação Tecnológica) das ICTs, que são os responsáveis em realizar a interface das ICTs com as empresas, transferindo o resultado das pesquisas (tecnologias). A maioria dos profissionais que compõem os NITs são bolsistas e assim temos um “rodízio” de pessoas que vêm e vão embora muito rápido. Na verdade, são bolsistas que ficam no máximo três anos e não podem ter sua bolsa renovada. Então você não pode dar continuidade a um trabalho porque o tempo do bolsista acabou e você tem de capacitar um novo bolsista e recomeçar o trabalho do ponto inicial. A solução seria os concursos, mas neste momento não parece possível. Então, penso eu, seria a contratação desses profissionais por meio das fundações de apoio.

 

Quem deve ir ao encontro de quem, a universidade ou a empresa?

Os dois lados devem tomar a iniciativa. Até por uma questão cultural, a interface entre a academia e as empresas ainda é algo que ocorre com pouca frequência. Temos a Lei de Inovação, o Novo Marco Legal de C, T e I, a Lei do Bem, entre outras, que visam promover essa interação. Acredito que a partir desses marcos legais já avançamos em relação a quinze anos atrás e espero num futuro próximo realizar a transferência de tecnologias desenvolvidas na academia de forma mais efetiva. Não adianta somente fazer pesquisas, temos de transferi-la e beneficiar à sociedade. Os pesquisadores não têm interesse em ficar com uma tecnologia, eles querem compartilhar e desejam que ela seja produzida em escala pelas empresas.

É o sonho de todo pesquisador ver o seu produto em uma prateleira e que todos tenham acesso a esse produto, gerando satisfação para o pesquisador, lucro para as empresas e benefício para quem vai consumir o produto, que é a sociedade. Todos ganham. E assim a inovação é efetivamente promovida.
